Alliance Bank continues to offer the best 36-month CD rates.

This community bank with 27 branches in central New York, is paying 2.60% APY with a $1,000 minimum deposit.

Alliance Bank, which has 27 branches in central New York, pays 2.60% APY with a $1,000 minimum deposit. Alliance has led our rankings since early March, with the exception of a couple of weeks in late May and early June when Broadway Bank in Los Angeles offered a short-lived 36-month special at 2.79% APY.

Although these CD rates are pathetically low when compared to the top rate of 3.27% APY Tennessee Commerce Bank was offering this time last year, they are more than a point higher than the national average of 1.45% APY.

The next best nationally available rates on 3-year certificates of deposit are:

2.52% APY with a $5,000 minimum deposit from Melrose Credit Union, which has a single office in New York and offers membership to all U.S. residents.

2.50% APY with a $2,500 minimum deposit from Tennessee Commerce Bank, which has a single branch in Franklin, Tenn. It no longer posts rates on its Web site. You must call (877) 684-2265.

2.40% with a $500 minimum deposit from Acacia Federal Savings Bank, an online subsidiary of the Acacia Life Insurance Company in Falls Church, Va.

2.40% APY with no minimum deposit from Sallie Mae Bank, an online bank owned by the big student loan lender.
